Any color dress would look good with blue tights and high heels this last colored tights situation But dark colored dresses would work better. Black goes with everything and I would go with boots too...they'd add something to the outfit rather than detracting from it. Possibly you could tie it together with a black belt. You could nicely wear a black mini dress. Possibly with a jacket or cardigan on top to render it more casual. Or, a high waisted black skirt would look cute, with maybe a white shirt and cardigan or just a fashionable t shirt. These seem kind of a dressy outfit, but if you pair them with casual accessories it will look more toned down. You could also try shorts, but keep them to a black color...anything else would ruin the effect of the blue tights and high heels.
Do you have a different color dress? Like a red or white dress would go better with the blue tights and high heels. If you're wearing a long sleeved shirt under the dress, which is sleeveless, or if you're dress is long sleeved, the pumps will work for you.
If you're deciding to group on short sleeves, I imply you find black high heels. Textured shoes work nicely with such a toned down color like blue (for instance, patterned shoes, shiny shoes or shoes made with original materials).
